First it traces the origins of structuralism in this broad sense in the emergence of the doctrine of market failure in England during the 1930s and 1940s. Secondly it indicates the links between this line of thought and the Latin American structuralist theory of inflation. Finally it takes up W. A. Lewis's suggestion that the severity of the inflation problem in Chile was due not so much to structural factors which it had in common with much less inflation-prone LDCs but rather to the strength of organized interest groups making competing income claims. This study investigates the dynamic interdependence of the major stock markets in Latin America. Using data from 1995 to 2000 we examine the stock market indexes of Argentina. Brazil. Chile. Colombia. Mexico and Venezuela. The index level series are non-stationary and so we employ cointegration analysis and error correction vector autoregressions (VAR) techniques to model the interdependencies. We find that there is one cointegrating vector which appears to explain the dependencies in prices. The results are robust to sensitivity tests based on translating indexes to US dollars (i e. a common currency for all the markets) and to partitioning the sample into periods before and after the Asian and Russian financial crises of 1997 and 1998 respectively. Our results suggest that the potential for diversifying risk by investing in different Latin American markets is limited. This paper examines the changes in policy instruments and public institutions under the New Economic Model (NEM) that have affected Latin American agriculture with particular attention to Brazil. Mexico and Chile. In general production has increased while acreage and rural employment have declined in many countries in the context of a shift from traditional to nontraditional products. There has been a sharp reduction in the number of small farmers often accompanied by a greater inequality. While electoral democracy has propelled redistributive issues onto the policy agenda redistributive struggles are intense and progress in policy to address inequality is slow to emerge. Attention has been focused on cash transfer programs because of their ability to garner approval from a cross-section of public opinion particularly from the most powerful. While such programs have an important contribution to make to poverty reduction societal redistributive compromises are essential to an efficacious strategy to reduce poverty and inequality over the long term.
